I don't think he's aware enough to refuse, I think he's being used, abused. Every public official needs a mental competence evaluation; down to the last school board member. We had a Catholic anti-public school candidate with severe dementia propped up by the local Catholic school parents group. The pro-public school parents in his church told us he was incapacitated. He was elected, but was retired soon after.
