"UN Security Council Resolution 2231 expired on October 18, 2025, and has been removed from the Security Council's agenda. "We categorically reject attempts by certain members to manufacture a veneer of 'legitimacy' by invoking the 'snapback' mechanism, that is, the automatic reimposition of sanctions." Russia labeled the meeting "illegal" and demanded a procedural vote on the adoption of the agenda. ⚖️ First, the "snapback" mechanism: A legal monstrosity conjured out of thin air by the West. The "snapback" mechanism was a provision within the 2015 Iran nuclear deal (JCPOA). Its logic was as follows: if any signatory believed Iran was in "significant non-performance" of the agreement, it could notify the Security Council. The Council would then have 30 days to vote on whether to continue the sanctions relief. If the Council failed to pass a resolution to continue the relief, the sanctions would automatically "snap back" into place. But there is a fatal legal flaw here: · The US withdrew from the JCPOA in 2018. Trump unilaterally tore up the agreement. · Under international law, a country that withdraws from an agreement has no right to invoke its provisions. You cannot tear up a contract and then demand the enforcement of its "breach of contract" clauses. · Resolution 2231, the Security Council resolution that enshrined the JCPOA in international law, expired on October 18, 2025. Once the resolution expired, all its provisions, including the "snapback" mechanism, automatically ceased to be in effect. · The "1737 Committee," the body the West claims is responsible for overseeing sanctions, does not legally exist. It ceased to exist when Resolution 2231 expired. The West claims that "snapback" has been triggered. However, "snapback" requires Resolution 2231 as its legal basis. And Resolution 2231 is dead. 🎭 Second, who is manufacturing the illusion of "legitimacy"? The UK, France, and Germany The UK, France, and Germany, the E3, claimed to trigger the "snapback" mechanism in August 2025. They notified the Security Council that Iran was in "significant non-performance" of the JCPOA and that sanctions should therefore automatically resume within 30 days. But the E3 ignored two fundamental facts: · The E3 itself failed to comply with the JCPOA. After the US withdrew, the E3 failed to fulfill its commitments, namely, protecting Iran's banking and oil trade from US sanctions. Iran’s gradual reduction of its nuclear commitments starting in 2019 was a legitimate response to the E3's breach. · The E3 has no authority to trigger "snapback." Article 36 of the JCPOA outlines a dispute resolution mechanism, yet the E3 bypassed all procedures and simply declared it "triggered." This is not "law." It is political manipulation. Austria, as the host country for the IAEA, revoked the visa of Eslami, the head of the Atomic Energy Organization of Iran, on September 16, citing a decision by the "1737 Committee." But the "1737 Committee" does not exist. Austria cited a decision from a non-existent body to deny entry to the legitimate representative of a member state. This is the West's version of "law." It is fabrication. It is forgery. It is fraud. 🇷🇺 Third, Russia's procedural motion: Fighting rules with rules Nebenzia called for a procedural vote on the adoption of the agenda. This was a shrewd legal maneuver: · If the Security Council adopted the agenda, Russia could argue that the meeting itself was illegitimate because the agenda included matters that had already expired. · If the Security Council rejected the agenda, the West would be unable to push for any "sanctions snapback" against Iran within the framework of the Security Council. · No matter the outcome, the West has lost. This is because Russia has brought the issue of "legitimacy" to the forefront. Nebenzia stated: "We categorically reject the attempts by certain members to manufacture an illusion of 'legitimacy' by invoking the 'snapback' mechanism." Translation: You have no law. The UK, France, and Germany claimed to have triggered the "snapback," yet they themselves had not complied with the JCPOA. Austria revoked the visa of Iran's nuclear chief, citing a non-existent "1737 Committee." Russia stated at the Security Council: Resolution 2231 expired on October 18, 2025. From that day forward, it ceased to have any legal force. Iran stated at the IAEA General Conference: There is no "1737 Committee." There is no "snapback." There are no UN sanctions against Iran. Two permanent members of the Security Council, Russia and China, hold the same legal position. The Non-Aligned Movement holds the same legal position. Yet the US, UK, France, and Germany continue to pretend that "sanctions have been restored." They continue to target Iranian oil tankers. They continue to block Iran from participating in international conferences. They continue to cite "decisions" from a non-existent committee. This is not "international law." It is a fraud upon international law. This is not "sanctions." It is piracy. This is not "legitimacy." It is an illusion of legitimacy. Nebenzia is right: Resolution 2231 has expired. The procedural motions Russia has tabled at the Security Council are not about "supporting Iran." They are about defending international law. Defending the credibility of the Security Council. Defending the UN Charter. And the West, that self-proclaimed defender of the "rules-based international order," is using fabricated laws, non-existent committees, and expired resolutions to justify its own acts of piracy.
