America cannot pause AI while China keeps racing forward. That wouldn’t protect humanity. It would simply transfer power to a government that refused to participate. So how do we stop China? We use peaceful international leverage. The United States and its allies control crucial parts of the advanced-chip supply chain. They can restrict China’s access to the most powerful chips and semiconductor-manufacturing equipment. But every allied country has to cooperate. If one country creates restrictions while another supplies the same technology, the restrictions become meaningless. We have to close the loopholes that allow advanced hardware to reach China through third countries. Then we need a verifiable international treaty. A real agreement that limits the largest AI training runs, requires independent safety testing, monitors frontier data centers, mandates the reporting of dangerous incidents, and allows inspections. Breaking that agreement should bring coordinated economic sanctions and technology restrictions. The same rules must apply to everyone: China, America, other governments, and private corporations. We should also establish absolute international prohibitions against allowing AI to control nuclear weapons, operate autonomous mass-casualty systems, or replicate without meaningful human oversight. America stopping alone solves nothing. Humanity needs a verified global pause on the specific AI capabilities that could threaten everyone.
